Since 2021, ROM InWest is North Holland's impact-driven development and investment company. We encourage innovative entrepreneurship closely linked to high-quality innovation that contributes to the energy transition and the circular economy. With funding, advice and collaboration, we help entrepreneurs scale their innovation and accelerate sustainable change. We manage public funds, implement national schemes and strengthen the regional ecosystem for innovative entrepreneurship. This is how we work together on a future-proof economy and a healthy living climate for North Holland.
Thank you for being here. This website is especially for our shareholders and their teams. Here you can read what we do, why we do it and what it brings to North Holland.
We take you through the story behind ROM InWest. Not with thick reports (although sometimes there are some), but with stories from entrepreneurs, colleagues and partners. About how we work together, which innovations and entrepreneurs make the difference - and how we contribute to a strong, future-oriented North Holland.
Our goal? To show you what we are achieving for a sustainable economy, and to help you tell that story further.
In which entrepreneurs can grow healthily and find funding more easily.
Through careful guidance and appropriate funding for ambitious start-ups, scale-ups and innovative SMEs.
Where we see innovations with impact and chance of success, we forge coalitions with regional and national partners and attract additional capital from the state or EU.
ROM InWest invests from an early stage in innovative entrepreneurs who accelerate transitions and strengthen the future earning capacity of the region - just when the market is still hesitant. We invest through two funds: the Transition Fund and the SME Fund. Since 2024, we also manage the PDENH fund of the province of North Holland.
Invests in innovative startups, scale-ups and projects that accelerate the energy transition, circular economy and sustainable food systems.
Invests in innovative SMEs using digitisation to strengthen the North Holland economy.
This closed-end fund of the province invests in companies promoting energy transition, circular economy and sustainable mobility.
Janet Nieboer has led ROM InWest since January 2022. Her background: international positions at ABN AMRO and FMO in Merchant Banking and Social & Impact Banking. She also played a key role in setting up Invest International. She enjoys building teams, scaling organisations, connecting parties. Her focus: encouraging entrepreneurship to make serious impact on the region, resulting in a robust, future-proof economy for North Holland.

We use the UN's Sustainable Development Goals as our navigation system. Of the 17 goals for a more sustainable and fairer world by 2030, we focus in particular on:
SDG 8: Fair work and economic growth
Innovative entrepreneurship encourages sustainable and equitable economic development in the region.
SDG 9: Industry, innovation and infrastructure
Scaling up high-quality innovations strengthens the region's future earning power.
SDG 13: Climate action
Circular economy, energy and food transition and digitalisation reduce resource use and emissions.
In addition, we see SDG 10 (Reduce inequality) and SDG 17 (Partnerships) as prerequisites for achieving our goals.
We then define our impact based on the success of the entrepreneurs we support. We see their success as a measure of our success.
Partners working closely together and accelerator programmes more closely aligned with each other ensure that entrepreneurs qualify for funding faster.
After more than a decade of PDENH, the first successful exits are becoming visible. The Corona Bridging Loans also show how patient capital is helping companies through difficult times so that they can grow now. Investing takes time - but patience pays off.
As one of nine regional development companies in the Netherlands, ROM InWest has proved to be a crucial link between ambitions of the region, the state and the EU. We play chess on multiple boards.

Den Helder, the North Sea Canal area and Seed Valley also contribute. This is where the innovations and technologies that define our future are born. The knowledge is there. The space. The ambition.
