At ROM InWest, the innovative entrepreneur takes centre stage. Our approach gives entrepreneurs guidance and a clear path to take their ideas forward, from first customer to successful scale-up.
At ROM InWest, the innovative entrepreneur takes centre stage. We offer advice and guidance in every growth phase, enabling companies to grow in a healthy way. What makes us unique is that business development and investment come together under one roof. As a result, guidance and financing fit well together. Our approach, based on the GRIDT method, offers clear steps and milestones. In this way, we efficiently and purposefully prepare entrepreneurs for financing opportunities in the region and increase their chances of success and sustainable growth.
In 2022 and 2023, ROM InWest focused mainly on getting to know innovative entrepreneurs. We wanted to understand who they are, where their ambitions lie and which technologies make the biggest in North Holland to make social impact. At the same time, we laid a solid foundation with a new CRM and fund management system, linked to the national ROM NL data. This allows us to better follow entrepreneurs from their initial growth phase, become smarter and more effective as impact investors, and unlock knowledge that helps the entire region grow further.
Since 2021, our business developers spoke to 680 entrepreneurs.

Collaboration is essential to capitalize on opportunities for entrepreneurship, innovation and the region
ROM InWest invests from an early stage in innovative entrepreneurs who accelerate transitions and strengthen the future earning capacity of the region-just when the market is still hesitant. We invest through three funds: the SME Fund, the Transition Fund and, since 2024, also the PDENH Fund.
Invests in innovative startups, scale-ups and projects that drive the energy transition and circular economy and accelerate.
Invests in growing SMEs that use digitisation and innovation to strengthen the North Holland economy.
This closed-end fund of the province has been investing in companies promoting energy transition, circular economy and sustainable mobility since 2014.
ROM InWest invests in innovative and sustainable entrepreneurs through two funds: the SME Fund for digitalisation and innovation in SMEs and the Transition Fund for companies that contribute to the energy transition, circular economy and sustainable food systems.
Since 2024, ROM InWest also manages the PDENH fund of the Province of North Holland. This closed-end fund supports sustainable initiatives in energy, mobility and circularity. Together, these funds form a powerful instrument to make the economy of North Holland more sustainable and future-proof.
With a target capital of over €60 million, this fund invests in growing SMEs that contribute to a stronger North Holland economy through digitalisation and innovation.
This €100 million fund supports entrepreneurs who accelerate the energy transition, circular economy and a more sustainable food system with their innovations.
