Organisation

Established in 2021 as a private limited company, ROM InWest now has 23 public shareholders. We are an impact-driven development and investment company focused on fostering innovative entrepreneurship, closely linked to high-quality innovation.

Innovation for a sustainable economy

We support entrepreneurs with funding and advice, market and manage public funds. We also strengthen the ecosystem for innovative entrepreneurship in the region, initiate new collaborations and implement national schemes. We also raise capital from home and abroad and fulfil a connecting role in the field of internationalisation.

Together with the other eight ROMs, we form a nationwide network. Thanks to this cooperation, we can support companies with social impact even better, allowing them to grow healthily and make a greater contribution to society and the economy.

Our vision

At ROM InWest, the entrepreneur is central. We see innovative entrepreneurship as the engine for scaling up innovations that are crucial for the major transitions of our time. In this way, entrepreneurs contribute directly to a more sustainable economy and the future earning capacity of our region. We focus on those entrepreneurs working on the most promising technologies that create economic and social impact.

As a developing impact investor, we combine investment with business development. Using the GRIDT method, we provide structure and guidance so that entrepreneurs become fundable faster and grow sustainably. For us, an investment is never the end point, but rather the beginning of further development.

Our strength lies in removing barriers for these entrepreneurs. By creating an accessible ecosystem, a coherent support offer, in which advice, business support and (public) funding reinforce each other, we increase the chances that entrepreneurs can scale up faster and grow sustainably.

Our approach is characterised by entrepreneurship, curiosity, inclusiveness and a strong focus on collaboration and social impact. In doing so, we aim to be the leading development company for innovative entrepreneurs in North Holland.

Meet our director

Janet Nieboer CEO ROM InWest

Janet Nieboer has led ROM InWest since January 2022. Her background: international positions at ABN AMRO and FMO in Merchant Banking and Social & Impact Banking. She also played a key role in setting up Invest International. She enjoys building teams, scaling organisations, connecting parties. Her focus: encouraging entrepreneurship to make serious impact on the region, resulting in a robust, future-proof economy for North Holland.

Our shareholders consist of the government, the province of North Holland and local municipalities in North Holland.

  • The State holds 49.9% of the shares of ROM InWest BV
  • The Province of North Holland and the municipalities in North Holland hold 50.1% of shares in ROM InWest bv
  • ROM InWest BV holds 100% of the shares in the capital of COLNH BV and the InWest MKB Fonds BV (SME Fund)

Region InWest bv

  • The Province of North Holland and the municipalities in North Holland hold all shares in InWest Regio bv
  • Within the municipalities there are direct shareholders and certificate holders
  • The certificate holders are represented by the ROM REGIO Share Administration Office Foundation (STAK)
  • InWest Regio holds 100% of the shares of Transitiefonds BV (Transition Fund)
