Since January 2026, ROM InWest has been programme manager of PIM, the successful programme in North Holland that helps entrepreneurs with growth and financing questions. Zuhal Hayat, Programme Manager Business Development at ROM InWest, enthusiastically explains what PIM entails and why PIM and ROM InWest are such a good match.

This is PIM

Investment-ready Innovative SME programme (PIM) is an initiative of Province of North Holland. At PIM, innovative SME entrepreneurs receive up to six days of personal support to improve their company's investment readiness and match with financiers. “That support consists of tailor-made advice and can include creating a financial model, preparing a business plan and finding relevant partners from the ecosystem,” Zuhal explains. “It is truly tailor-made, based on the needs of the entrepreneur. A key goal is to help entrepreneurs with growth and financing issues and make the investment world transparent to them. What is possible? How do investors look at plans? How do you create a strong pitch deck? This is followed by making the right contacts between entrepreneurs and investors. PIM thus bridges the gap between guidance and financing.”

The power of together

According to Zuhal, the combination of PIM and ROM InWest is obvious: “At ROM InWest, we have a strong relationship with many ecosystem partners in North Holland. That makes it easier to make the right connections. After meeting an entrepreneur, we know what questions there are. Thanks to our knowledge of the North Holland ecosystem and the support available for innovative entrepreneurs, we can quickly determine which instrument best suits the need and life stage of the company. These include GO!-NH (acceleration programme for innovative entrepreneurs in North Holland), the MIT (SME innovation stimulation region and top sectors), guidance from our own business developers and PIM. The strength of the cooperation between PIM and ROM InWest lies mainly in the fact that we now work together to help entrepreneurs take the right step towards growth and impact. The guidance is successful when, with help and growth capital, an entrepreneur can take the next steps in making impact in a transition, such as the energy or food transition.”

Broad enthusiasm

Zuhal sees PIM's programme management as an interesting addition to her work at ROM InWest: “PIM helps SME entrepreneurs from the so-called mission-driven sectors: Energy Transition & Sustainability, Agriculture, Water & Food, Health & Care, Safety or Key Technologies. With this, PIM has a broader target group than ROM InWest which means I now speak to entrepreneurs from more different sectors. I find that fun and interesting. In the eight and a half years that PIM has been running, 1,200 entrepreneurs have already been helped and 290 million euros of capital has been raised. PIM receives high ratings from entrepreneurs and, in addition, ecosystem partners and others are happy to act as ambassadors of PIM because they recognise its power. It is a successful and widely supported programme of which the Province is rightly proud. I like the fact that we from ROM InWest will help build on its further success by making the North Holland ecosystem more accessible to entrepreneurs.”
