For the Region

We love North Holland

At ROM InWest, we believe in the power of entrepreneurship to accelerate social change. We support ambitious start-ups, scale-ups and SMEs that contribute to the major transitions of our time with their innovations: from fossil to renewable energy, from linear to circular, from analogue to digital and to a more sustainable food system. Everything we do revolves around one goal: contributing to a sustainable economy and a healthy, future-proof living environment for North Holland.

Innovation for a Sustainable Future

ROM InWest has been active since 2021 as the youngest of the nine regional development companies in the Netherlands. As an impact-driven development and investment company, established as a BV with 23 public shareholders, we focus on stimulating innovative entrepreneurship that is closely linked to high-quality innovation. We strengthen existing ecosystems, initiate new collaborations, launch funds on the market and implement national schemes. In addition, we raise capital from home and abroad and fulfill a liaison function in the field of internationalization. All with the aim of enabling promising companies with social impact to grow healthily, so that they can mean even more to society and the economy.

We believe that high-quality innovation, coupled with strong entrepreneurship, is the engine behind a strong economy, future earning power and a healthy living environment in North Holland. In doing so, we focus on the strength of the region and expand on this.

We create the right conditions for innovation by investing in a strong ecosystem in which entrepreneurs, knowledge institutions and investors find and strengthen each other. We support promising companies with potential for social impact in their growth – with tailor-made venture development and suitable financing solutions.

In this way, we can jointly accelerate the transition to a robust, sustainable and future-proof economy.

With what money
we invest

ROM InWest invests from the SME Fund, the Transition Fund and, since 2024, also via the closed-end PDENH Fund. The SME Fund, with a size of €60.7 million, focuses on growing SMEs that are working on digitalisation and general innovation. The Transition Fund, with a target capital of €100 million, is intended for entrepreneurs who contribute to major social transitions, such as the energy, food and circular transition. The annual investment budget of these two funds differs per year and depends on the opportunities that arise. In addition, ROM InWest manages the Participation Fund Sustainable Economy North Holland (PDENH) for the Province of North Holland. Since its establishment in 2014, more than €70 million has been invested in companies that accelerate the energy transition, circular economy and sustainable mobility.
